Proper action is needed to solve this problem, starting with the correct use of technologies such as industrial shredders<\/h2>\n<p>&nbsp;<\/p>\n<p>There are now regular reports of marine plastic pollution. One of the most recent cases to arouse public opinion was the discovery of <a href=\"https:\/\/news.nationalgeographic.com\/2018\/05\/plastic-bag-mariana-trench-pollution-science-spd\/\">a plastic bag in the Mariana trench<\/a>, one of the most inaccessible places on the planet, located 10,994 metres below sea level.<\/p>\n<p>Plastic is a cost-effective, durable and versatile material. These features make it so useful for everyday life but also <strong>one of the greatest threats to marine ecosystems. <\/strong><\/p>\n<p>Bio-waste normally undergoes a decomposition process, but in the case of plastics, due to their chemical structure, that process can take hundreds of years. The most common types of plastics found in the ocean tend to shrink into smaller pieces, which never achieve full decomposition and return to the food cycle through ingestion by fish and other animals. This material is called <strong>microplastics<\/strong> and consists of particles smaller than 5 mm.<\/p>\n<p>It is not easy to see the source of all the plastic that is in our oceans. Most of the plastic that ends up in the seas comes from two different causes:<\/p>\n<ul>\n<li>the activities of large ships and offshore platforms;<\/li>\n<li>incorrect disposal of waste on land.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>MARPOL convention and the marine waste regulation<\/h2>\n<p>&nbsp;<\/p>\n<p>One of the main treaties regulating the risks of marine pollution is the MARPOL Convention (acronym for MARine POLlution). The international agreement regulates aspects such as the exhaust gases of ships, the use of oil and the management of marine waste with the aim of preventing marine plastic pollution (and other substances).<\/p>\n<p>The Marpol Convention has been transposed by many countries which together account for almost all world tonnage. It consists of articles, protocols and a series of annexes. Italy transposed the Convention by <strong>Laws 662 of 29\/09\/1980 <\/strong>and <strong>438 of 04\/06\/1982.<\/strong><\/p>\n<p>The annexes deal with each of the &#8220;different forms of marine pollution from ships&#8221;:<\/p>\n<ol>\n<li>Pollution by hydrocarbons and mineral oils;<\/li>\n<li>Pollution by noxious liquid substances carried in bulk;<\/li>\n<li>Pollution by harmful substances carried in packages;<\/li>\n<li>Pollution from ship&#8217;s sewage;<\/li>\n<li>Pollution from solid waste discharged from ships;<\/li>\n<li>Atmospheric pollution from SOx and NOx from marine engine exhausts.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Annex V details different types of waste and how it can be disposed of, regulating different aspects such as the minimum distance from the mainland. The most significant aspect of the Annex is <strong>the total ban on the disposal of all types of plastics in the sea.<\/strong> Waste disposal requirements described in Annex V are shown in the following diagram:<\/p>\n<p><img wpfc-lazyload-disable=\"true\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-25438 size-full\" src=\"http:\/\/satrindtech.com\/wp-content\/uploads\/2018\/06\/MARPOL-disposal-garbage-outside-special-areas.jpg\" alt=\"Plastics, MARPOL and circular economy: prevention of marine plastic pollution\" width=\"916\" height=\"633\" srcset=\"https:\/\/satrindtech.com\/wp-content\/uploads\/2018\/06\/MARPOL-disposal-garbage-outside-special-areas.jpg 916w, https:\/\/satrindtech.com\/wp-content\/uploads\/2018\/06\/MARPOL-disposal-garbage-outside-special-areas-300x207.jpg 300w, https:\/\/satrindtech.com\/wp-content\/uploads\/2018\/06\/MARPOL-disposal-garbage-outside-special-areas-768x531.jpg 768w, https:\/\/satrindtech.com\/wp-content\/uploads\/2018\/06\/MARPOL-disposal-garbage-outside-special-areas-700x484.jpg 700w\" sizes=\"auto, (max-width: 916px) 100vw, 916px\" \/><\/p>\n<p>In summary, only waste that meets the required size can be managed. For a ship or platform, the<strong> volume of waste generated on board<\/strong> is a problem to be managed particularly regarding space and costs. One of the causes is the direct or indirect use of the sea as an illegal dumping ground. A <a href=\"https:\/\/www.treehugger.com\/ocean-conservation\/these-10-rivers-appear-be-source-millions-tons-ocean-plastic.html\">recent study<\/a> has shown that a large portion of the plastic found in the ocean comes from ten of the planet\u2019s most polluted rivers.<\/p>\n<p>The debate on possible solutions sometimes focuses on possible extraordinary interventions or new miraculous technologies. A great deal is being done to promote policies to <strong>reduce the consumption of packaging and shopping bags.<\/strong> But good intentions, unfortunately, do not solve the management of the existing problem.<\/p>\n<p>What is missing is tackling the problem of waste and plastics with ecological principles applied at a system level. The concept of <strong>circular economy<\/strong> is complementary to that of prevention.<\/p>\n<p>The solution for the prevention of marine waste is not easy to find, but involves the entire disposal cycle, starting from the mainland.
